In May 2017, the Association of Palliative and Hospice Care shared the experience of the community in Chernihiv and Kyiv in order to improve social services for the sickly people of Khmelnytsky citizens. The idea of ​​implementing the initiative arose thanks to the National Exchange Platform, which was implemented with the support of the EU and the NED Foundation (USA). The Association got the opportunity to transfer its experience of project activity, fundraising, protection of the rights of seriously ill active and indifferent citizens and specialists of the social sphere, working in the Khmelnitsky region, and accordingly get acquainted with their experience of assistance to people with disabilities and serious illnesses.
We have already known about the great experience of the active citizens of Khmelnytsky in public activities and knew many initiatives aimed at helping the seriously ill, people with disabilities and their family members. We were aware that many socially active and socially useful initiatives (non-governmental organizations, volunteers, initiative groups) successfully operated in the region, and we therefore very much wanted to get acquainted with them more closely to inspire even more accomplishments.
In May 2017 a visit of the representatives of the Association "Palliative and Hospice Assistance" to Khmelnytsky was held. With the support of the Department of Social Protection of the Khmelnytsky Regional State Administration, a meeting was held with the leaders and specialists of the social sphere from the region.
During the meeting, the Association said that an active, proactive position of citizens, especially in the socio-political sphere - is not the only correct strategy that leads to success and sustainable development. It is the active participation of non-indifferent citizens that leads not only to self-development (personal development) but also to sustainable social and economic development of the community.
One of the important components of the meeting was practical exercise - writing micro-projects in minigroups and protecting these projects.
Participants presented projects to improve the quality of life and services for people with disabilities.
We noticed that the projects took into account not only the development of human capital and the charitable component, but also envisaged the optimization of the use of funds from local budgets, because the optimal and carefully thought-out logistics of the process (in our case, the organization of social and medical and social services) contributes to the efficient use of funds (" more efficient services at a lower cost ").
After meeting and working on the projects, the specialists of the social sphere of Khmelnytsky went to their communities, but we continued to contact them, conducting consultations.
As a result of our work, the Slavutsky district territorial center of social services, which provides assistance mainly to the elderly and people with disabilities, the project was written and the city won a grant for UAH 9000 to equip the infra-red sauna. Several meetings in village councils were held in Izyaslavsky District, and further training on palliative and hospice care with the participation of our Association is planned. The Voloka district territorial center for social services expressed wishes for conducting trainings and writing a larger project. Netishyn Territorial Center has won a grant from the rayon state administration for the rehabilitation of people with disabilities. Starokonstantinovsky social services have written a draft grant competition for the purchase of a car. In Berezivsky rayon, a project was also written for a massage room, but so far he did not get funding. In the town there were proposals to the Association for the development of palliative and hospice care, there is a room. In Polonsky district, 2 projects were written on 2 different grant competitions and won 1. In the regional center, negotiations began with the Health Care Administration regarding the establishment of a hospice or a hospice department (Khmelnytsky is one of the few regional centers where there is still no such institution).
