 Purpose and the base of the strategy

 The Strategy for care for the elderly till 2010 - Solidarity, good intergenerational relations and quality ageing of the population is the response of the Republic of Slovenia to the ageing of its population and to the European demands for new solidarity between the generations. The main purpose of the strategy is to create good conditions for preserving and strenghtening solidarity, for good intergenerational relations and to ensure quality ag(e)ing and care for the fast growing ­­­­third generation. The bases for the strategy are the existing Slovenian and European development programmes.

 This strategy is the only Slovenian document of this kind, in which different ministries took part in setting goals regarding ageing population. The strategy covers work of the governmental departments of work, employment, social care, health care, education, economy, traffic, science and other relevant areas and the civil society of the Third sector.

 The content of the strategy

 The first part of the strategy elucidates its starting-point, formally based on the relevant European and other international and Slovenian documents, adopted by the Republic of Slovenia in recent years. Other substantive premises are: the ageing of the population, especially the oldest-old, diminishing intergenerational relationships, the endangerment of the intergenerational solidarity, little recognition of old age's positive qualities and meaning, the contradiction of the marginalized independency of the third generation in the society and the diminishing traditional family and neighbourhood role in the care for old people.

 The Green Paper of the Commission of the European communities (2005) “Confronting demographic change: a new solidarity between the generations” has directed the EU Member States to solve these problems with the statement: »Europe is facing today unprecedented demographic change.«. This document tackles four crucial challenges that we have to meet in order to ensure sustainable development and preservation of the European population: the increase in European fertility rate, prolongment the employment of the middle and third generation, the care for effective attainment of independence and inclusion of youth in the society, the care for the programmes for quality ageing and care for the growing number of oldest-old along the increasing incapacity of the modern family to take care of them. The common denominator for the solution for all these tasks is to create political and other conditions for new solidarity between the generations.

 The Strategy for care for the elderly till 2010 - Solidarity, good intergenerational relations and quality ageing of the population derives from the aforementioned current social needs and modern gerontological findings. Slovenia was 40 years ago one of the first countries with an efficient gerontological institute. Slovenia’s contemporary findings and experiences are an opportunity to play an important role in the area of intergenerational solidarity and quality ageing in Europe and to pass the knowledge and experiences in this field of sustainable development now coming into focus.

The second part of the strategy defines its global objective within the sustainable development of human resources and the care for all three generations in the conditions of the aging society in Slovenia, and presents the orientations of the strategy.

 The third part of the strategy gives an overview of the current conditions and strategic orientations within the fields of each of the ministerial departments. The strategy is oriented towards the development of a variety of programmes and services enabling old people to stay in domestic environment as long as possible. Its organisational emphasis and novelty is prominent interdepartmental cooperation when searching for answers on the key questions.

 In the work and employment area a special attention is paid to the conditions for active inclusion of the third generation in the working process and employment.

 Within the pension and disability insurance, the care for socially acceptable and financially sustainable pensions are strongly emphasized.

 Special attention is given to the long-term care and the implementation of the new insurance for it.

 Social welfare has so far given a lot of attention to programmes for quality ageing and good intergenerational relations. The strategy is directing social welfare towards the sustenance and the development of the existing programmes, the development of the new programmes, the pluralisation of the service providers, the development of the new knowledge, the inclusion of the great potentials of the third generation in the society and a special attention to the care for quality ageing of people with special needs.

With regards to family, the strategy emphasizes the public care for keeping the number of the Slovenian population on the current level and diverse help to the family for good intergenerational relations and for their care for old family members.

Within health care, a special focus is given to preventive health care for old people, to their treatment and to the stability of the health insurance scheme.

Within education and schooling, the emphasis is on the training of the young and middle generation for good relations with old people and on lifelong learning and education.

In the area of culture, recognition is given to an important contribution of old people to a whole cultural life and creativity. In creating the new intergenerational solidarity and quality ageing of old people - for which an urgent change in the predominantly negative public image of old people is needed - special emphasis is given to the role of the media.

In the area of the science and research, a special importance is given to the participation of old people in the modern information and communication technology (ICT) and to the accelerated research on old age and good intergenerational relations.

Within the housing policy and physical planning the strategy strives for such housing and public arrangements that will be suitable for the life and work of old people and that will enhance the mutual intergenerational connections.

It the area of traffic, the strategy underpins the importance of safety of old road-users suggesting preventive training and adaptation of the traffic means and conditions for the older road-users.

Within the area of personal and other forms of (human) safety, special attention is given to elder abuse and violence and to the strategies for their prevention.

The fourth part of the document is guidance for preparation and implementation of new programmes for solidarity, good intergenerational relations and quality ageing. Central to this strategy is the inseparable connection between the care for quality ageing and the care for a new intergenerational solidarity. Also important is the search and implementation of a synergy between individuals, family, civil society of the Third sector, market and the state. Other policy orientations are: entrenchment of efforts and programmes in the local community, diversity of programmes and service providers, method for implementing the new programmes based on the expert principle of developmental projects.The component part of the strategy is the proposal that the individual ministries participating in its establishment prepare the concrete action plans for its implementation and for setting up the Council of solidarity, good intergenerational relations and quality ageing of the population in Slovenia. The Council will ensure the implementation of the strategy up to 2010 and the implementation of the harmonized and continuous policy in this area also in the next decades, when the problem of population ageing will be even more present.

 Appendix contains aggregated information on the population ageing and the assessment of the future demographic trends in Slovenia and a definition of some basic terminology on ageing and generations.
